Why
Téléphoner à quelqu'un: the person is an indirect object, hence je lui téléphone. Its synonym appeler quelqu'un is direct: je l'appelle. Same meaning, two constructions, and it is the first pair to learn.
The trap for a Chinese speaker
打電話給某人 has a 給 that matches the à of téléphoner à nicely. But appeler, which means the same, does not want one: appeler quelqu'un.
