Why

Compter sur is the construction to remember, with sur and nothing else: compter sur quelqu'un, sur sa chance. Before an infinitive, compter means to intend and is built directly. Before a noun with no preposition, it means to count.

The trap for a Chinese speaker

靠某人 or 指望某人 are direct. In French, compter SUR quelqu'un, and s'appuyer SUR quelqu'un: the sur is the same.
