Meaning : to offer someone something
Ils ont proposé un stage à ma fille.
Why
Proposer à quelqu'un de faire: the demander pattern, à before the person and de before the action. The thing proposed is direct, and the person keeps its à. Suggérer and conseiller are built the same way.
